Nationaal AI Deltaplan Announced

On 24th November 2025, led by Jelle Prins and a team of 50 specialists, the Nationaal AI Deltaplan outlined a comprehensive roadmap for Dutch AI strategy. We are pleased to read that recommendations have been provided to expand and simplify the WBSO scheme for AI research and applications within companies.

Key Recommendation: Expanding WBSO for AI Development

To quote recommendation #13: The WBSO (Funding for R&D in AI and Machine Learning) is the government’s primary instrument for financially stimulating technological development and thus promoting innovation in the Netherlands. Currently, however, development costs for many AI and machine learning activities fall outside the scope of the scheme because they are considered applications of existing technology rather than innovative development work. At the same time, the assessment process is often so complex that the administrative burden is high, and technical staff spend a significant amount of time substantiating applications. Therefore, the WBSO should be expanded to include this type of AI development work, and the available WBSO budget should be increased significantly in the coming years to accommodate increasing demand. Furthermore, the administrative burden should be reduced so that companies can devote more time to actual development work.
